Legal Travel to Cuba for all US Citizens and Residents

Travel to Cuba for tourist activities is prohibited and illegal, regardless of where you book your trip or through which countries you travel. Exceptions exist and require that you are either covered by a general license or obtain a specific license from the Department of the Treasury’s Office of Foreign Assets Control (OFAC). Read the detailed legal explanation written by our attorney.

How to tell if a trip to Cuba is legal for U.S. citizens and has been licensed by the Department of the Treasury’s Office of Foreign Assets Control?

Currently there are many offers for tours and trips to Cuba available, and it is confusing to determine which are legal and which are not. Here are a few tips if you are shopping around:

What about tours offered operators located outside of the US, e.g. Canada?

Salsa Retreat

Our specific people-to-people license was issued by the U.S. Treasury Department’s Office of Foreign Asset Control (OFAC). Pursuant to section 31 C.F.R. § 515.565(b)(2) of the Cuban Asset Control Regulations, this license allows any US American or US permanent resident who books a tour with Salsa Retreat to travel to Cuba legally. As a registered guest on one of our people-to-people tours, you will receive a copy of our OFAC issued license, and Letter of Authorization allowing you to travel to Cuba and re-enter the U.S. legally. The Salsa Retreat license and Authorization letter will allow you to purchase trip insurance to protect your investment.

A copy of our current travel license is available to all interested parties upon request.

Because beach visits and tourist activities are not allowed under the People-to-People license, we decided to route our trip through Cancun so that you can add a beach vacation before or after your Cuba excursion. We can help with where to stay in the area.

Minimum group size is 10 participants, maximum group size is 15. A $600 deposit is required at the time of booking. Full payment is due 30 days before first day of travel. Tour can be canceled by Salsa Retreat until 30 days before first day of travel with full refund. See detailed policies.
